  NCP calls for transparency, efficiency in BCS intake

Jatiya Nagorik Party (NCP) representatives submitted memorandum to Professor Dr Mobasher Monem, chairman of Public Service Commission (PSC), demanding significant reforms to Bangladesh Civil Service (BCS) examinations.

On Thursday afternoon, April 10, three senior NCP officials presented their proposals during a meeting at PSC headquarters, with all commission members present.

Their demands focus on clearing examination backlogs and establishing greater transparency in recruitment processes.


"We believe that in this new Bangladesh, achieved through sacrifices of students and people, authorities will take necessary steps to uphold transparency, accountability, and efficiency in all competitive exams, including BCS," stated their memorandum, referencing last year`s student-led July Uprising against quota systems and alleged corruption in government recruitment.

NCP outlined specific deadlines for completing delayed examination cycles. For 44th BCS, they demand all viva examinations finish by mid-June with final results published by 30 June. Written test results for 45th BCS must also be released by end of June, with final outcomes declared within 2025.

Furthermore, 46th BCS written examinations should commence by early July at latest, while 47th BCS preliminary tests must follow within one month of completing 46th BCS written exams.

Six key transparency proposals feature prominently in NCP`s memorandum:

"Preliminary results must be published on PSC website, including candidates` scores, cut marks, and correct answers," reads their first point, followed by demands that written test results with scores appear online before viva examinations commence.

NCP also advocates allowing candidates to reconsider cadre choices after written results but before viva stage. From 45th BCS onwards, they propose standardising viva examinations at 100 marks with scores disclosed alongside final results.

Particularly significant is their call to reinstate non-cadre recruitment systems from earlier BCS cycles, prioritising candidates who pass viva but miss cadre selection. Their final demand stipulates completing entire BCS cycles within one year, with circulars providing tentative dates for all examination stages.

Monira Sharmin (Joint Convenor), Mohammad Miraz Mia, Faisal Mahmud Shanto, and Mushfiq Us Salehin (all Joint Member Secretaries) represented NCP during this significant engagement with PSC leadership.
