  BTRC makes receipts mandatory for internet bills

Bangladesh telecom regulator has mandated that internet service providers (ISPs) issue receipts to customers for bill payments, aiming to enhance transparency and accountability in consumer services.

In a recent notice issued by its Enforcement and Inspection Division, the Bangladesh Telecommunication Regulatory Commission (BTRC) announced that all ISPs must provide money receipts after collecting payments from customers. The directive comes after the regulator received complaints that some ISPs were routinely failing to issue receipts.

Md Ashfaq Ahmed, BTRC’s Deputy Director, stated in the circular that receipts must clearly include the customer’s name, ID, payment amount, package details, date, and the ISP’s official seal and signature. Receipts can be provided in either manual or digital form, but a copy must be retained by the ISP.

To strengthen oversight, BTRC has also introduced a standardized format for maintaining customer billing records. These records must document each customer’s ID, package details, package price, and billing month.

The regulator warned that it would conduct periodic inspections to ensure compliance. ISPs found violating the directive could face regulatory action. BTRC emphasized that these steps are intended to ensure transparency, accountability, and good governance in the country’s internet services sector.
