NCP flags major ambiguities in govt order on July Charter implementation
  15, November, 2025, 12:42:13:AM

The Jatiya Nagorik Party (NCP) has expressed concern over what it describes as significant ambiguities in the government’s newly issued order to implement the July Charter, warning that such gaps could hinder full and effective execution of the agreed reforms.

Speaking at a press conference on Friday night at the party’s temporary office, NCP Member Secretary Akhtar Hossain said the government issued the implementation order on Thursday, but a review of the document revealed “numerous unclear areas.”

Hossain said the party had expected the order to clearly address the crises and uncertainties surrounding the July Charter and outline a precise and unambiguous roadmap for its implementation. Instead, he argued, several provisions remained vague, raising questions about whether the charter could be fully enforced.

He noted that the section on the referendum divides the reform issues into multiple questions rather than presenting them coherently, resulting in some reforms being treated as less important and leaving others to the discretion of political parties.

Hossain also pointed out that the Anti-Corruption Commission (ACC), despite longstanding discussions and consensus within the commission about recognising it as a constitutional body, was not clearly addressed in the order. The ambiguity, he said, leaves unresolved whether the ACC will be elevated to the status of other constitutional institutions.

He further highlighted gaps regarding the formation of an upper house. The order states that the list of representatives for the first upper house will not be made public, but it does not clarify whether future candidate lists must be published ahead of elections. This omission, he said, creates further uncertainty.

Hossain criticised the government for dividing the charter’s reform proposals into segments of varying priority, leading to partial implementation and leaving several crucial issues to political parties. He added that the order also fails to specify consequences if the agreed reforms are not implemented within a set timeframe. The NCP had previously demanded that referendum results be made binding to ensure no party could later disregard them.

Calling for immediate clarification, he urged the government to explain the implementation order in clear terms and address the unresolved ambiguities. He said the government must take steps to resolve the ongoing crisis surrounding the July Charter.

NCP Chief Coordinator Nasiruddin Patwari and senior members of the party’s central committee were present at the press conference.
