Since the 18th National Congress of the Communist Party of China (CPC), the CPC Central Committee with Comrade Xi Jinping at its core has placed paramount emphasis on constructing an integrated organizational system characterized by seamless connectivity from the central leadership down to the grassroots, alongside robust executive capability.

Sustained measures have been undertaken to heighten the political caliber and operational effectiveness of Party organizations across all administrative levels, with targeted efforts devoted to consolidating grassroots units. These strategic steps reinforce the organizational bedrock needed to advance full and rigorous Party self-governance in the new era and realize the great rejuvenation of the Chinese nation through Chinese modernization.

The grassroots tier serves as the fundamental cornerstone of the Party`s governance structure and the primary fountainhead of its organizational resilience. In the inaugural year of the 15th Five-Year Plan, millions of Party members across sectors of Chinese modernization have worked on the frontlines of economic development and social governance.

Their concerted dedication has fostered internal solidarity while mobilizing collaborative action for nationwide development. Consequently, the capacity of grassroots organizations to translate the decisions and strategic blueprints of the CPC Central Committee into concrete, tangible outcomes has been markedly solidified.

General Secretary Xi Jinping has laid down unambiguous strategic directives for Party building in the new era. His Thought on Party Building delineates essential imperatives for institutional and organizational development. These encompass upholding the centralized, unified leadership of the CPC Central Committee, prioritizing political development, creating an integrated and effective organizational setup, cultivating a contingent of highly competent cadres, and fulfilling the political responsibilities inherent to Party governance.

Guided by Xi Jinping`s Thought on Party Building, Party members and officials have heightened their sense of duty and public service. By aligning themselves closely with the CPC Central Committee in thought, political orientation, and action, they actively demonstrate organizational cohesion and effective governance capacity.

In urban residential zones, Party members are advancing collaborative, multi-tiered community governance across residential complexes, neighborhoods, and municipal work units. This approach aims to resolve localized grievances, enhance public services, and cultivate a safer, more reliable living environment for urban residents.

Concurrently, Party and public service centers are being set up across the country. These centers offer comprehensive community-oriented amenities, including subsidized canteens, cultural and recreational facilities, and evening classes. By coordinating efforts across regions, municipal departments, and administrative levels, they provide one-stop platforms to address complex public needs and community challenges.

Grassroots Party organizations are similarly playing a vital role in comprehensive rural revitalization. Nationwide, 150,000 village-stationed task teams and more than 500,000 first secretaries and team members are stationed directly in rural communities.

Furthermore, under paired assistance initiatives tailored for 160 key national rural revitalization counties, more than 150,000 medical practitioners, 224,000 educators, and 159,000 scientific and technological specialists have been deployed. Their direct participation continues to expand access to healthcare, quality education, and modern agricultural extension services across rural regions.

In major national infrastructure projects and strategic areas driving high-quality economic growth, grassroots Party units and members maintain an active presence. By focusing on technological breakthroughs in core domains and fostering new quality productive forces, they harness organizational capabilities to drive developmental milestones, converting institutional discipline into an engine for economic and technological modernization.

At the same time, in tandem with the emergence of new economic and social organizations and flexible employment sectors, the CPC has extended its organizational reach. Coordinated efforts have been deployed across regions to set up Party branches and operational mechanisms within emerging enterprises and modern workforce segments, aiming to enhance the Party’s communication, solidarity, and influence across evolving economic frontiers.

On this new journey, the CPC expects grassroots organizations and cadres—under the leadership of the Party Central Committee with Comrade Xi Jinping at its core—to fulfill their missions with unified thinking, firm resolve, and concerted execution. Consolidating the organizational apparatus, sharpening leadership and implementation capacities, and anchoring development priorities at the grassroots level remain central to advancing national construction and realizing the rejuvenation of the Chinese nation.
