California Governor Gavin Newsom has declared a state of emergency over the threat of a potentially record-strength El Niño expected to bring heavy rain, strong winds, mountain snow, flooding and landslides this autumn and winter.

The emergency declaration issued Monday directs state agencies to speed up preparations and pre-position sandbags, pumps and other emergency equipment in high-risk areas.

Officials warned that strong storms could also cause coastal flooding, large waves and power outages.

US weather forecasts put the chance of a very strong El Niño at more than 90%, while the governor’s office said there is a 75% chance it could become one of the strongest on record.

The state’s transportation department will prepare for road closures, traffic controls and snow removal, while the National Guard may assist with rescue and emergency operations if needed.

Newsom said his administration wants to prepare before storms hit rather than respond after the damage is done.
